How to apply for exemptions
The Cotton Research and Promotion Act provides that the Secretary of Agriculture shall establish procedures to ensure that the upland cotton content of imported products is not subject to more than one assessment under the Research and Promotion Order.
The Secretary of Agriculture may provide for exemptions from the assessment for: (1) entries of products designated by specific HTS codes which the Secretary determines are composed of U.S. cotton or cotton that is not Upland cotton, and (2) cotton contained in entries of imported cotton and cotton products that is either U.S. produced cotton or is not Upland cotton.
